Atlantic City Police Department Welcomes New Leadership in Promotion Ceremony at City Hall

In a powerful show of pride and progress, the Atlantic City Police Department celebrated a major milestone as Mayor Marty Small, Sr. administered the oath of office to a new class of promoted officers—marking the next chapter in the department’s commitment to excellence, service, and leadership.

Held inside the City Hall Council Chambers, the ceremony recognized five officers whose dedication, experience, and integrity earned them higher ranks and greater responsibility within the ACPD.

“This is more than a promotion,” said Mayor Small. “It’s a public affirmation of trust, talent, and leadership. These officers represent the best of Atlantic City, and I’m proud to stand beside them as they step into these critical roles.”

Honorees Promoted:

Deputy Chief of Police:

  • Andrew Leonard

  • Christian Garofalo

Lieutenant of Police:

  • Frank Ingargiola

Sergeant of Police:

  • Nicholas Berardis

  • Jeffrey Hannon

Each promotion came at a time of transition within the department, following several recent retirements. But rather than simply filling vacancies, these appointments reflect a forward-looking vision—one that prioritizes professional development, internal advancement, and strong succession planning.

Strengthening the Future of Public Safety

The newly promoted officers bring decades of combined experience to their new roles. As Deputy Chiefs, Leonard and Garofalo will oversee major departmental functions and help shape the ACPD’s strategic direction. Lieutenant Ingargiola will assume key leadership in operations and mentorship, while Sergeants Berardis and Hannon will take on frontline supervisory responsibilities that are vital to ensuring accountability and effectiveness on the ground.

The promotions signal the City’s ongoing investment in law enforcement leadership, reinforcing its commitment to public safety, community trust, and operational excellence.

A Ceremony of Pride and Purpose

With families, fellow officers, and city officials in attendance, the Council Chambers were filled with emotion, gratitude, and honor. Mayor Small and ACPD leadership praised the honorees not just for their career accomplishments, but for their commitment to serving Atlantic City with courage, professionalism, and heart.

“These officers have earned this moment,” Mayor Small said. “They’ve shown up for our city, day after day, and now they step into roles that will shape the future of policing in Atlantic City.”

The event served as a proud reminder of what’s possible when dedication meets opportunity—and when leadership prioritizes the people who protect and serve every day.

Under Mayor Marty Small’s leadership, Atlantic City continues to build a police department that reflects the values of integrity, inclusion, and excellence—prepared not just to enforce the law, but to lead with purpose.
